Troy Franklin Arrested After Alleged Shooting and Ramming Undercover Police Vehicle in Fresno

FRESNO, Calif. — A 43-year-old man accused of shooting a man in Fresno has been arrested after allegedly ramming an undercover police vehicle while detectives attempted to take him into custody.

According to the Fresno Police Department, officers responded at approximately 6:51 p.m. on August 9, 2026, to a ShotSpotter alert reporting 11 rounds fired near Olive Avenue and Lucerne Avenue.

While officers were investigating the gunfire, they received a report of a gunshot victim near Second Street and Orleans Avenue.

Victim Grazed by Gunfire

The victim told officers that he had been in the area of Olive Avenue and Lucerne Avenue celebrating his birthday with several other people when the shooting occurred.

According to detectives, the group was leaving the area when a Black Chevrolet pulled away from the curb. The vehicle's lone occupant allegedly confronted the victim before firing several rounds.

The victim suffered a graze gunshot wound to his left ankle and was transported to Community Regional Medical Center, where he was listed in stable condition.

Police said that as the victim fled, another person who had been with him fired toward the suspected shooter in what investigators described as self-defense of the victim.

Troy Franklin Identified as Suspect

Detectives with the Fresno Police Department's Felony Assault Unit investigated the shooting and, with assistance from Automated License Plate Readers (ALPR), identified Troy Franklin, 43, as the alleged shooter.

Detectives subsequently obtained a Ramey warrant for Franklin's arrest.

The investigation later led officers to Franklin on Thursday, August 13.

Suspect Allegedly Rams Undercover Police Vehicle

At approximately 10:05 a.m. August 13, Fresno Police Department Street Violence Bureau Tactical Team officers received information that Franklin was in the area of First Avenue and Nees Avenue.

Officers reportedly observed Franklin leave a business and enter a vehicle. As detectives moved in to arrest him, police said Franklin intentionally rammed an undercover detective vehicle before fleeing.

Franklin drove toward Barstow Avenue and Millbrook Avenue while being tracked by the Fresno Police Department's Air1 helicopter.

Police said Franklin subsequently collided with a parked vehicle in the area before abandoning his vehicle and running away.

Franklin Taken Into Custody

Franklin was quickly apprehended with assistance from Air1, SVB Tactical Team members, the Career Criminal Auto Theft Team (CCCAT), K-9 officers, and Northeast Patrol officers.

He is expected to be booked into the Fresno County Jail on charges connected to the August 9 shooting, as well as felony assault on a peace officer related to the alleged ramming incident.

The allegations against Franklin remain accusations, and he is presumed innocent unless proven guilty in court.

Investigation Continues

The arrest marks a significant development in the investigation, but authorities continue to process evidence and establish the full circumstances surrounding the shooting and subsequent pursuit.

The victim survived the shooting and was reported in stable condition following treatment.
